State demands more funds from FC
 
The state government, in its presentation before the 13th Finance Commission has focused on increased allocation for calamity relief, environment protection and above all on meeting the projected (between 2010-11 to 2014-15) non-Plan revenue deficit of over Rs 1,32,141 crore.
Placing a total demand of Rs 2,20,524. 61 crore before the 13th FC, the state has also suggested that vertical transfer of Central taxes and duties should be enhanced from a level of 30.5 per cent to 50 per cent, sharing of export duty imposed on chrome ore and sharing of new sources of non-tax revenue including amounts raised from auction of telecom spectrum.
Giving details of the memorandum to the FC, state finance minister Mr Prafulla Chandra Ghadei said we have Rs 4,000 crore for disaster management and Rs 7431.64 crore for disaster mitigation. The centres contribution to state calamity relief fund should be at least 90 per cent of the size of the CRF instead of the present 75 per cent, he said.
On the non-plan revenue deficit, he said projection of the states own non-plan revenue and non-plan revenue expenditure for the period from 2010-11 to 2014-15 shows a non-plan revenue deficit of Rs 1,32,141.64 crore. The state has projected this deficit to the FC to be filled up through share in Central tax and non-plan revenue deficit grant, he informed.
The state has also asked the FC to fully take into account the expenditure on account of implementation of recommendation of the Sixth Pay Commission. The additional expenditure on this account per year is Rs 2,100 crore and the arrear has been estimated at Rs 6,300 crore.
The state has been witnessing rapid growth in mining, industries and power projects putting immense pressure on ecology and environment. The FC should provide grant of Rs 2,105 crore for maintaining the environment.
Equalisation grant for education and health sector should be continued and the FC needs to provide Rs 1,032 crore for education and Rs 648.86 crore for the health sector, said Mr Ghadei.
Listing out some of the other areas, he said, Rs 150 crore has been sought for conservation and preservation of old monuments, heritage sites etc, Rs 158 crore for development of tourist infrastructure, Rs 75 crore for Chilika and Ansupa lakes and Rs 1228 crore for construction of 24564 anganwadi worker centres.
Significantly, Rs 134 crore has been sought for combating coastal erosion. Funds for upgradation of infrastructure, laboratory, library, prison administration, ST/SC hotels and judicial administration has also been demanded.
